Videoconference with the Courts – Pilot Presentation of the Results of Electronic Statistical Reporting Implementation

On May 29, 2020, representatives of AAIJ (Agency for the Administration of Justice), representatives and members of CSM (Superior Council of Magistracy), the team of the Transparent Justice Program, as well as representatives of the designated court instances by CSM as pilot courts for testing and implementing electronic statistical reporting (Court of Appeal Comrat, Comrat Court, and Cimișlia Court), participated in an online meeting where the results of the pilot implementation of electronic statistical reporting in pilot courts during the first quarter of the current year were discussed. The event shared lessons learned and provided examples of best practices applied by the courts to ensure the accuracy and completeness of electronically generated statistical reports.

Given the positive impressions and openness of the pilot courts, as well as other participants, to continue the exercise of automation and documentation of the electronic case file, as opposed to manually keeping statistical records, it was proposed to institutionalize electronic statistical reporting in pilot courts and extend the testing of electronic statistical reporting to the Court of Appeal Bălți and the courts within its jurisdiction.

In favor of implementing the proposed measures, the courts mentioned that preparing reports on physical media irrationally consumes time and personnel resources, with the effort of the courts focusing more on data collection and less on analysis.

The Transparent Justice Program team offered to continue providing methodological assistance and training courses for both court employees directly involved in the process of collecting/generalizing/verifying statistical data and for CSM and AAIJ employees with responsibilities in the discussed segment.

Participants in the meeting also discussed other related questions, agreeing on joint activities to identify viable solutions.

In this regard, the Agency for the Administration of Judicial Courts expresses gratitude to the employees of the sections/directorates of procedural records and documentation, the heads of the secretariats of the Court of Appeal Comrat, Comrat Court, and Cimișlia Court, as well as the Transparent Justice Program team for the noble effort made, especially during the state of emergency, to ensure the successful pilot implementation of electronic statistical reporting!

We remind you that according to Article 54 of Law no. 514 of July 6, 1995, regarding the judicial organization, ‘Judicial courts present to the Superior Council of Magistracy and the Agency for the Administration of Judicial Courts statistical information regarding cases examined in civil, commercial, administrative contentious, contraventional, and criminal matters, in the manner established by the courts.’

With the support of the Transparent Justice Program, the statistical reporting functionalities contained in the Judicial Information System have been improved, incorporating in electronic form all statistical reports reflecting the records kept by the judicial courts on paper.”
